Abstract

A method includes imparting energy to a target in an oxygen-containing atmosphere at room temperature to provide a substrate facing the target with a carbonaceous coating that includes nested carbon structures.

 a substrate; and   a carbonaceous coating over the substrate, the carbonaceous coating including nested carbon structures that have outer diameters of 100 nm or greater.

         3 . The electrode structure of  claim 1 , wherein the substrate is conductive.
