A method for in-situ reduction of contaminants in soil.

102 . A composition comprising:
a) an oxidant b) a surfactant c) a cosolvent, and d) water.
103 . The composition according to claim 102 , further comprising an activator.
104 . The composition according to claim 103 , further comprising a salt.
105 . The composition of claim 102 wherein the oxidant is selected from the group consisting of a persulfate, sodium persulfate, ozone, hydrogen peroxide, a percarbonate compound, a peroxide, a peroxide containing compound, and combinations.
106 . The composition of claim 102 wherein the surfactant is made from a naturally occurring plant oil.
107 . The composition of claim 106 wherein the naturally occurring plant oil-based surfactant is made from castor oil, coca oil, coconut oil, soy oil, cottonseed oil, and combinations.
108 . The composition of claim 106 wherein the surfactant is selected from the group consisting of an ethoxylated castor oil, ethoxylated soybean oil, ethoxylated coconut fatty acid, and an amidified ethoxylated coconut fatty acid.
109 . The composition of claim 102 wherein the cosolvent is a terpene.
110 . The composition of claim 102 wherein the cosolvent is a citrus terpene.

The composition of claim 103 , wherein the activator is selected from the group consisting of a metal, a metal chelate, a metallorganic complex, Fe(II), Fe(III), Fe(II)-chelate, Fe(III)-chelate, Fe(II)-EDTA, Fe(III)-EDTA, Fe(II)-citric acid, Fe(III)-citric acid, Fe(II)-citrate, Fe(III)-citrate, Fe(II)-NTA, heat, a base or caustic chemical, a peroxide, and combinations thereof.
112 . The composition according to claim 102 , further comprising a free chelate.
113 . The composition of claim 112 wherein the free chelate is a sodium chelate.
114 . The composition of claim 110 , comprising:
from about 10 wt % to about 40 wt % of the citrus terpene; and from about 10 wt % to about 40 wt % of the surfactant.
115 . The composition of claim 110 , comprising:
from about 10 wt % to about 40 wt % of the citrus terpene; and from about 10 wt % to about 90 wt % of the surfactant.
116 . The composition of claim 102 having a surfactant and cosolvent concentration from 0.8 g/L to 83.3 g/L.
