The embodiments of the invention in which an exclusive property or privilege is claimed are defined as follows: 
     
         1 . A rotary actuator comprising:
 a tandem rotor;   a first magnetic element disposed inside of the tandem rotor;   a second magnetic element disposed inside of the tandem rotor adjacent to the first magnetic element; and   
       a tandem stator wherein the tandem stator surrounds the tandem rotor.
