Abstract
Network performance data is gathered and analyzed to produce network patterns and data delivery strategies. Client devices and other network components report network performance data to a central management system. Data delivery strategies are applied to a portion of a network to deliver content appropriate for network patterns that are associated with the portion of the network.

inferring characteristics of a network using network performance data; determining patterns within the network; creating an accurate map of a device's location using the inferred characteristics and the determined patterns.

10 . A non-transitory computer readable medium storing a program of instructions that is executable by a device to perform a method, the method comprising:
inferring characteristics of a network using network performance data; determining patterns within the network; creating an accurate map of a device's location using the inferred characteristics and the determined patterns.

delivering a particular quality of content to the device based on a determined pattern associated with the device's location.
