What is claimed is: 
     
         1 . An implantable device, comprising:
 an expandable element connected to an elongate conduit, the elongate conduit adapted to provide a first inner lumen for fluid communication between a first end of the elongate conduit and the expandable element at a second end; and   a material on a surface of the implantable device that is adapted to enhance ingrowth.
