. A system as recited in claim 21 , wherein the member comprises opposite top and bottom surfaces and opposite first and second side surfaces that extend between the top and bottom surfaces, the arms each extending from one of the side surfaces.

. A system as recited in claim 22 , wherein the receiving member is positioned on the top surface.

. A system as recited in claim 21 , wherein the member comprises opposite top and bottom surfaces and opposite first and second side surfaces that extend between the top and bottom surfaces, one of the arms of the first clip and one of the arms of the second clip extending from the first side surface and one of the arms of the first clip and one of the arms of the second clip extending from the second side surface.

. A system as recited in claim 24 , wherein the receiving member is positioned on the top surface.

. A system as recited in claim 21 , wherein the receiving member is positioned between the arms of the first clip.

. A system as recited in claim 21 , wherein the arms of the first clip are inwardly biased and the arms of the second clip are inwardly biased.

. A system as recited in claim 21 , wherein the arms of the first clip define a tissue cavity, the first clip being movable between a first configuration in which the tissue cavity has a first diameter and a second configuration in which the tissue cavity has an increased second diameter.

. A system as recited in claim 28 , wherein the first clip is biased to the first configuration.

. A system as recited in claim 28 , wherein end surfaces of the arms of the first clip are spaced apart from one another when the first clip is in the first configuration and the second configuration.

. A system as recited in claim 28 , wherein the arms of the second clip define a tissue cavity, the second clip being movable between a first configuration in which the tissue cavity of the second clip has a first diameter and a second configuration in which the tissue cavity of the second clip has an increased second diameter.

. A system as recited in claim 31 , wherein:
end surfaces of the arms of the first clip are spaced apart from one another when the first clip is in the first configuration and the second configuration; and end surfaces of the arms of the second clip are spaced apart from one another when the second clip is in the first configuration and the second configuration.

. A system as recited in claim 32 , wherein the first clip is biased to the first configuration of the first clip and the second clip is biased to the first configuration of the second clip.

. A system as recited in claim 21 , wherein the member extends along a first plane, the first clip extends along a second plane and the second clip extends along a third plane, the second and third planes being oriented transverse to the first plane.

. A system as recited in claim 21 , wherein one of the arms of the first clip includes a surface oriented in a first direction and one of the arms of the first clip includes a surface oriented in a second direction that is opposite the first direction.

. A system as recited in claim 21 , wherein the first clip is spaced apart from the second clip along a length of the member.

. A system as recited in claim 21 , wherein the arms of the first clip are connected to a first pivot point and the arms of the second clip are connected to a second pivot point that is spaced apart from the first pivot point.

. A system as recited in claim 21 , wherein the implant cavity is U-shaped and includes an open top to allow the spinal rod to be top loaded into the implant cavity.

. A system comprising:
a member extending along a longitudinal axis between opposite first and second ends, the member comprising opposite top and bottom surfaces and opposite first and second side surfaces that extend between the top and bottom surfaces, the first end including a first clip and the second end including a second clip, the first clip comprising a first inwardly biased hook that extends from the side first surface and a second inwardly biased hook that extends from the second side surface, the second clip comprising a first inwardly biased hook that extends from the side first surface and a second inwardly biased hook that extends from the second side surface, the member comprising a receiving member that is fixed to the top surface, the receiving member comprising a pair of spaced apart arms defining an implant cavity that extends perpendicular to the longitudinal axis; and a spinal rod positioned in the implant cavity.
