Abstract

The present invention provides an access control method, a base station, user equipment, and a mobility management entity, where the access control method includes: receiving, by the base station, a temporary identifier and a PLMN available indication that are of the UE and sent by the UE; receiving a service request message sent by the UE, and determining a serving MME of the UE according to a GMMEI in the temporary identifier of the UE; and sending the service request message and the PLMN available indication to the serving MME of the UE, so that the serving MME of the UE sends a redirection indication, and the UE registers with an HPLMN of the UE. Therefore, in a network sharing scenario, the UE can select the home PLMN of the UE as a serving PLMN of the UE as early as possible.

What is claimed is: 
     
         1 . A method, comprising:
 sending, by a terminal device, a radio resource control connection request message to a base station, wherein radio resource control connection request message comprises a temporary identifier of the terminal device;   in response to the radio resource control connection request message, receiving, by the terminal device, a radio resource control connection setup message from the base station;   sending, by the terminal device, a radio resource control connection setup complete message to the base station, wherein the radio resource control connection setup complete message comprises a public land mobile network (PLMN) available indication, wherein the PLMN available indication indicates that an home PLMN of the terminal device is available, or indicates that an equivalent home PLMN of the terminal device is available; and   sending, by terminal device, a service request message to the base station to trigger the base station sends the service request message and the PLMN available indication to a serving mobility management network element indicated by the temporary identifier.   
     
     
         2 . The method of  claim 1 , wherein
 the service request message is a non-access stratum message.   
     
     
         3 . The method of  claim 1 , wherein
 the temporary identifier is a short temporary mobile subscriber identity, the short temporary mobile subscriber identity comprises a global mobility management entity identifier, and the serving mobility management network element is indicated by the global mobility management entity identifier.   
     
     
         4 . The method of  claim 1 , wherein
 the PLMN available indication indicates that an equivalent home PLMN of the terminal device is available, the radio resource control connection setup complete message further comprises an identifier of the equivalent home PLMN selected by the terminal device.   
     
     
         5 . The method of  claim 1 , wherein after sending the service request message, the method further comprises:
 receiving, by the terminal device, a service response message sent by the serving mobility management network element, wherein the service response message carries a redirection indication, a cause of redirection is that the terminal device is reselected to a target PLMN of redirection, and the cause of redirection comprises that the terminal device is redirected to a home PLMN of the terminal device, or the terminal device is redirected to an equivalent home PLMN of the terminal device, or a registered PLMN of the terminal device changes, or a home PLMN of the terminal device is available, or an equivalent home PLMN of the terminal device is available;   and the service response message is sent to the terminal device after the serving mobility management entity of the terminal device receives the PLMN available indication sent by the base station.   
     
     
         6 . An apparatus, comprising:
 a storage medium including executable instructions; and   a processor;   wherein the executable instructions, when executed by the processor, cause the apparatus to:   send a radio resource control connection request message to a base station, wherein radio resource control connection request message comprises a temporary identifier of the terminal device;   receive a radio resource control connection setup message in response to the radio resource control connection request message;   send a radio resource control connection setup complete message to the base station, wherein the radio resource control connection setup complete message comprises a public land mobile network (PLMN) available indication, wherein the PLMN available indication indicates that an home PLMN of the terminal device is available, or indicates that an equivalent home PLMN of the terminal device is available; and   send a service request message to the base station to trigger the base station sends the service request message and the PLMN available indication to a serving mobility management network element indicated by the temporary identifier.   
     
     
         7 . The apparatus of  claim 6 , wherein
 the service request message is a non-access stratum message.   
     
     
         8 . The apparatus of  claim 6 , wherein
 the temporary identifier is a short temporary mobile subscriber identity, the short temporary mobile subscriber identity comprises a global mobility management entity identifier, and the serving mobility management network element is indicated by the global mobility management entity identifier.   
     
     
         9 . The apparatus of  claim 6 , wherein
 the PLMN available indication indicates that an equivalent home PLMN of the terminal device is available, the radio resource control connection setup complete message further comprises an identifier of the equivalent home PLMN selected by the terminal device.   
     
     
         10 . The apparatus of  claim 9 , wherein the executable instructions, when executed by the processor, cause the apparatus to:
 receiving a service response message sent by the serving mobility management network element, wherein the service response message carries a redirection indication, a cause of redirection is that the terminal device is reselected to a target PLMN of redirection, and the cause of redirection comprises that the terminal device is redirected to a home PLMN of the terminal device, or the terminal device is redirected to an equivalent home PLMN of the terminal device, or a registered PLMN of the terminal device changes, or a home PLMN of the terminal device is available, or an equivalent home PLMN of the terminal device is available; and the service response message is sent to the terminal device after the serving mobility management entity of the terminal device receives the PLMN available indication sent by the base station.   
     
     
         11 . A computer-readable storage medium comprising instructions which, when executed by a computer, cause the computer to carry out the steps of:
 sending a radio resource control connection request message to a base station, wherein radio resource control connection request message comprises a temporary identifier of the terminal device;   in response to the radio resource control connection request message, receiving a radio resource control connection setup message from the base station;   sending a radio resource control connection setup complete message to the base station, wherein the radio resource control connection setup complete message comprises a public land mobile network (PLMN) available indication, wherein the PLMN available indication indicates that an home PLMN of the terminal device is available, or indicates that an equivalent home PLMN of the terminal device is available; and   sending a service request message to the base station to trigger the base station sends the service request message and the PLMN available indication to a serving mobility management network element indicated by the temporary identifier.   
     
     
         12 . The computer-readable storage medium of  claim 11 , wherein
 the service request message is a non-access stratum message.   
     
     
         13 . The computer-readable storage medium of  claim 11 , wherein
 the temporary identifier is a short temporary mobile subscriber identity, the short temporary mobile subscriber identity comprises a global mobility management entity identifier, and the serving mobility management network element is indicated by the global mobility management entity identifier.   
     
     
         14 . The computer-readable storage medium of  claim 11 , wherein
 the PLMN available indication indicates that an equivalent home PLMN of the terminal device is available, the radio resource control connection setup complete message further comprises an identifier of the equivalent home PLMN selected by the terminal device.   
     
     
         15 . The computer-readable storage medium of  claim 14 , further comprising instructions which, when executed by a computer, cause the computer to carry out the steps of:
 receiving a service response message sent by the serving mobility management network element, wherein the service response message carries a redirection indication, a cause of redirection is that the terminal device is reselected to a target PLMN of redirection, and the cause of redirection comprises that the terminal device is redirected to a home PLMN of the terminal device, or the terminal device is redirected to an equivalent home PLMN of the terminal device, or a registered PLMN of the terminal device changes, or a home PLMN of the terminal device is available, or an equivalent home PLMN of the terminal device is available; and the service response message is sent to the terminal device after the serving mobility management entity of the terminal device receives the PLMN available indication sent by the base station.
