Abstract

A user equipment including a processor that measures a Signal to Interference and Noise Ratio (SINR) based on a reference signal and a transmitter that reports the measured SINR to a base station in accordance with a predefined reporting trigger. The processor further measures one or both of a Reference Signal Received Quality (RSRQ) and a Reference Signal Received Power (RSRP), and the transmitter reports one or both of the measured RSRQ and RSRP together with the measured SINR to the base station in accordance with the predefined reporting trigger.

1 . A user equipment, comprising:
 a processor that measures a Signal to Interference and Noise Ratio (SINR) based on a reference signal; and   a transmitter that reports the measured SINR to a base station in accordance with a predefined reporting trigger,   wherein the processor further measures one or both of a Reference Signal Received Quality (RSRQ) and a Reference Signal Received Power (RSRP), and the transmitter reports one or both of the measured RSRQ and RSRP together with the measured SINR to the base station in accordance with the predefined reporting trigger.   
     
     
         2 . The user equipment according to  claim 1 , wherein the transmitter reports one or both of the measured RSRQ and RSRP together with the measured SINR to the base station in accordance with a reporting trigger based on the measured SINR value. 
     
     
         3 . The user equipment according to  claim 2 , wherein the transmitter reports one or both of the measured RSRQ and RSRP together with the measured SINR to the base station in response to the measured SINR satisfying a predefined event condition, reports one or both of the measured RSRQ and RSRP together with the measured SINR to the base station periodically, or reports one or both of the measured RSRQ and RSRP together with the measured SINR to the base station for a period of satisfaction of a predefined event condition from a time point of satisfaction of the measured SINR with the predefined event condition. 
     
     
         4 . The user equipment according to  claim 1 , wherein the transmitter reports one or both of the measured RSRQ and RSRP together with the measured SINR to the base station in accordance with a reporting trigger based on the measured RSRQ or RSRP value. 
     
     
         5 . The user equipment according to  claim 4 , wherein the transmitter reports one or both of the measured RSRQ and RSRP together with the measured SINR to the base station in response to the measured RSRQ or RSRP satisfying a predefined event condition, reports one or both of the measured RSRQ and RSRP together with the measured SINR to the base station periodically, or reports one or both of the measured RSRQ and RSRP together with the measured SINR to the base station for a period of satisfaction of a predefined event condition from a time point of satisfaction of the measured RSRQ or RSRP with the predefined event condition. 
     
     
         6 . A band balancing controller, comprising:
 a transceiver that receives a Signal to Interference and Noise Ratio (SINR) measured based on a reference signal and one or both of a Reference Signal Received Quality (RSRP) and a Reference Signal Received Power (RSRP) from user equipment; and   a controller that performs band balancing control for the user equipment based on the received SINR,   wherein the transceiver transmits information representing a band balancing target cell for the user equipment to the user equipment.   
     
     
         7 . A Signal to Interference and Noise Ratio (SINR) reporting method by user equipment, comprising:
 measuring an SINR based on a reference signal; and   reporting the measured SINR to the base station in accordance with a predefined reporting trigger,   wherein the measuring further includes measuring one or both of a Reference Signal Received Quality (RSRQ) and a Reference Signal Received Power (RSRP), and   the reporting includes reporting one or both of the measured RSRQ and RSRP together with the measured SINR to the base station in accordance with the predefined reporting trigger.
