Abstract

A computerized system, method and process allows telecommunications carriers to find, evaluate and select locations for equipment through direct access to end users, while providing citizens the opportunity to offer the use of their dwelling or other assets to carriers. The system and method further provides a computerized mechanism for (a) creating an inventory and marketplace for available properties for use in telecommunications networks, (b) providing quality and/or performance monitoring and control for wireless communication systems based on data in the clearinghouse, and (c) providing localized content over wireless networks using the clearinghouse.

1 . A method of sharing and managing wireless spectrum, comprising:
 connecting one or more wireless devices to one or more database systems, wherein the one or more wireless devices are configured to send or receive information about said wireless spectrum wirelessly in one or more radio spectrum frequency bands or channels;   ascertaining one or more radio band or channel measurements or air interface parameters by said one or more wireless devices or by other wireless devices geographically nearby the one or more wireless devices, wherein said one or more radio band or channel measurements are specific for a radio band or channel in a geographic or localized region for said one or more wireless devices, and wherein said radio band or channel in said geographic or localized region is to be shared amongst a plurality of networks, service providers, wireless devices, user populations, classes of users, or owners/licensees;   providing said one or more radio band or channel measurements to one or more database systems; and   managing spectrum usage for said one or more wireless devices using said one or more database systems, wherein spectrum management is based on the one or more radio band or channel measurements in the geographic or localized region, and wherein said spectrum usage comprises permitting or preventing or adjusting spectrum access or connectivity by said one or more wireless devices on the radio band or channel in the geographic or localized region.   
     
     
         2 . The method of  claim 1  further comprising sharing the one or more databases with one or more service providers of said plurality of service providers. 
     
     
         3 . The method of  claim 1  further comprising sharing the one or more databases with said one or more wireless devices. 
     
     
         4 . The method of  claim 1  further comprising sharing the one or more databases with said one or more networks of said plurality of networks. 
     
     
         5 . The method of  claim 1  further comprising sharing the one or more databases with one or more property or asset owners or lessors or with one or more spectrum owners or licensees of said plurality of owners/licensees. 
     
     
         6 . The method of  claim 1  further comprising sharing the one or more databases with said one or more classes of users of said plurality of classes of users. 
     
     
         7 . A system for sharing and managing wireless spectrum, comprising:
 one or more wireless devices configured to send or receive information about said wireless spectrum wirelessly in one or more radio spectrum frequency bands or channels;   means for ascertaining one or more radio band or channel measurements or air interface parameters by said one or more wireless devices or by other wireless devices geographically nearby the one or more wireless devices, wherein said one or more radio band or channel measurements or air interface parameters are specific for a radio band or channel in a geographic or localized region for said one or more wireless devices, and wherein said radio band or channel in said geographic or localized region is to be shared amongst a plurality of networks, service providers, wireless devices, user populations, classes of users, or owners/licensees;   one or more database systems operatively connected to said one or more wireless devices for receiving said one or more radio band or channel measurements; and   one or more computers for managing spectrum usage for said one or wireless devices along with a plurality of other wireless devices using said one or more database systems, wherein management is based on the one or more radio band or channel measurements in the geographic or localized region, and wherein said spectrum usage comprises permitting or preventing or adjusting access or connectivity by said one or more wireless devices on the radio band or channel in the geographic or localized region.   
     
     
         8 . The system of  claim 6  further comprising connections to one or more of the plurality of networks, service providers, wireless devices, user populations, classes of users, or owners/licensees. 
     
     
         9 . A method where one or more wireless devices are coupled to one or more databases for the purpose of allowing one or more wireless devices to share one or more frequencies or radio spectrum bands for the benefit of more than a single network owner or service provider or class of user, wherein
 said one or more wireless devices send, receive, or both send and receive information wirelessly between other said wireless devices or between said one or more databases, where said information includes air interface parameters for transmission and/or reception of said one or more wireless devices which are formulated on the basis of radio channel measurements conducted by said one or more wireless devices or other nearby wireless devices within said one or more frequencies or radio spectrum bands,   wherein said one or more databases use said information from said one or more wireless devices to manage and coordinate the access of one or more said wireless devices to said one or more frequencies or radio spectrum bands,   wherein at least one of said one or more wireless devices are allocated spectrum access permission, increased bandwidth or improved operational performance within said one or more radio spectrum frequency bands or channels within a particular geographic or localized region, based on one or more said radio channel measurements in the said geographic or localized region, and   wherein said one or more wireless devices exchange information with said one or more databases using said one or more radio spectrum frequency bands or channels.   
     
     
         10 . A system, comprising:
 one or more wireless devices;   one or more databases, wherein the one or more wireless devices are coupled to the one or more databases for the purpose of allowing one or more wireless devices to share one or more frequencies or radio spectrum bands for the benefit of more than a single network owner or service provider or class of user,   wherein said one or more wireless devices send, receive, or both send and receive information wirelessly between other said wireless devices or between said one or more databases, where said information informs air interface parameters for transmission and/or reception of said one or more wireless devices which are formulated on the basis of radio channel measurements conducted by said one or more wireless devices or other nearby wireless devices within said one or more frequencies or radio spectrum bands; and   one or more computers operatively connected to said one or more databases to use said information from said one or more wireless devices to manage and coordinate the access of one or more said wireless devices to said one or more frequencies or radio spectrum bands,   wherein at least one of said one or more devices are allocated spectrum access permission, increased bandwidth or improved operational performance within said one or more radio spectrum frequency bands or channels within a particular geographic or localized region, based on one or more said radio channel measurements in the said geographic or localized region, and   wherein said one or more wireless devices exchange information with said one or more databases using said one or more radio spectrum frequency bands or channels.
