Abstract

Aspects of the subject disclosure may include, for example, identifying a local mobile country code (MCC) for a wireless communication device, accessing a home MCC list for the wireless communication device, and determining whether the local MCC for the wireless communication device matches any home MCC comprised in the home MCC list for the wireless communication device. In various embodiments, an operating parameter of the wireless communication device may be modified responsive to a determination that the local MCC for the wireless communication device does not match any home MCC comprised in the home MCC list for the wireless communication device. Other embodiments are disclosed.

What is claimed is: 
     
         1 . A wireless communication device, comprising:
 a processing system including a processor; and   a memory that stores executable instructions that, when executed by the processing system, facilitate performance of operations, the operations comprising:   establishing a wireless service connection;   subsequent to the establishing of the wireless service connection, scanning for an availability of public land mobile networks (PLMNs);   selecting, based on the scanning, a local mobile country code (MCC);   determining, based on the selecting, that the local MCC does not match an MCC included in a list associated with the wireless service connection; and   based on the determining that the local MCC does not match an MCC included in the list, modifying an operating parameter of the wireless communication device in accordance with the local MCC.   
     
     
         2 . The wireless communication device of  claim 1 , wherein the scanning indicates that a first PLMN included in the PLMNs is found. 
     
     
         3 . The wireless communication device of  claim 2 , wherein the selecting of the local MCC comprises obtaining the local MCC from a broadcast transmission of the first PLMN. 
     
     
         4 . The wireless communication device of  claim 1 , wherein the scanning indicates that none of the PLMNs are found. 
     
     
         5 . The wireless communication device of  claim 4 , wherein the selecting of the local MCC comprises treating an MCC of a last known PLMN as the local MCC. 
     
     
         6 . The wireless communication device of  claim 1 , wherein the operations further comprise:
 based on the determining, selecting a radio frequency band used for sidelink communications.   
     
     
         7 . The wireless communication device of  claim 6 , wherein the selecting the radio frequency band used for sidelink communications comprises specifying the radio frequency band to be used for sidelink communications to be a radio frequency band that is licensed for use by an operator in a different country that is outside of a coverage of a home country of the wireless communication device. 
     
     
         8 . The wireless communication device of  claim 1 , wherein the operations further comprise:
 accessing the list, wherein the list comprises one or more home MCCs of the wireless communication device; and   modifying the operating parameter of the wireless communication device responsive to a determination that the local MCC for the wireless communication device does not match any home MCC in the list.   
     
     
         9 . The wireless communication device of  claim 1 , wherein the modifying the operating parameter of the wireless communication device comprises disabling a feature of the wireless communication device. 
     
     
         10 . The wireless communication device of  claim 1 , wherein the modifying the operating parameter of the wireless communication device comprises blocking usage of a service by the wireless communication device. 
     
     
         11 . A non-transitory machine-readable medium, comprising executable instructions that, when executed by a processing system including a processor of a wireless communication device, facilitate performance of operations, the operations comprising:
 scanning for an availability of public land mobile networks (PLMNs);   selecting, based on the scanning, a local mobile country code (MCC);   determining, based on the selecting, that the local MCC does not match an MCC included in a list associated with a wireless service connection; and   based on the determining that the local MCC does not match an MCC included in the list, modifying an operating parameter of the wireless communication device in accordance with the local MCC.   
     
     
         12 . The non-transitory machine-readable medium of  claim 11 , wherein the operations further comprise:
 identifying an MCC associated with a current serving PLMN of the wireless communication device as the local MCC.   
     
     
         13 . The non-transitory machine-readable medium of  claim 11 , wherein the operations further comprise:
 determining a current position of the wireless communication device,   wherein the selecting of the local MCC is based on the current position.   
     
     
         14 . The non-transitory machine-readable medium of  claim 13 , wherein the selecting of the local MCC is based on a broadcast transmission associated with a radio access network (RAN). 
     
     
         15 . The non-transitory machine-readable medium of  claim 13 , wherein the selecting of the local MCC is performed without connecting to a radio access network (RAN). 
     
     
         16 . The non-transitory machine-readable medium of  claim 11 , wherein the modifying the operating parameter of the wireless communication device comprises disabling a feature of the wireless communication device. 
     
     
         17 . The non-transitory machine-readable medium of  claim 11 , wherein the modifying the operating parameter of the wireless communication device comprises blocking usage of a service by the wireless communication device. 
     
     
         18 . The non-transitory machine-readable medium of  claim 11 , wherein the operations further comprise:
 based on the determining, using a radio frequency band for sidelink communications.   
     
     
         19 . A method, comprising:
 selecting, by a processing system including a processor and based on a scan for an availability of public land mobile networks (PLMNs), a local mobile country code (MCC);   determining, by the processing system and based on the selecting, that the local MCC does not match an MCC included in a list associated with a wireless service connection; and   modifying, by the processing system and based on the determining, an operating parameter in accordance with the local MCC.   
     
     
         20 . The method of  claim 19 , wherein the processing system is included as part of a wireless communication device, and wherein the modifying of the operating parameter causes the wireless communication device to refrain from communicating over a radio frequency band used for sidelink communications that is licensed to an operator of a home public land mobile network (PLMN) of the wireless communication device.
