Abstract

Aspects of the subject disclosure may include, for example, establishing a first connection with a first network via a first link, establishing a second connection with a second network via a second link subsequent to the establishing of the first connection, obtaining a first threshold value associated with a quality of the second link, measuring a value for a parameter associated with the second link, resulting in a measured value, comparing the measured value to the first threshold value, determining, based on the comparing, that the measured value is less than the first threshold value, and transmitting, based on the determining, a message that signifies that the measured value is less than the first threshold value. Other embodiments are disclosed.

What is claimed is: 
     
         1 . A first device, comprising:
 a processing system including a processor; and   a memory that stores executable instructions that, when executed by the processing system, facilitate performance of operations, the operations comprising:   instructing a user equipment to perform a measurement pertaining to a first signal transmitted by a second device;   based on the instructing, obtaining, from the user equipment, a first indication that a first signal strength of the first signal is greater than a first threshold;   determining that a load accommodated by the first device exceeds a second threshold; and   based on the determining and the first indication, causing the second device to establish a connection with the user equipment.   
     
     
         2 . The first device of  claim 1 , wherein the causing results in a change of the load accommodated by the first device from a first value to a second value that is less than the first value. 
     
     
         3 . The first device of  claim 1 , wherein the second threshold is based on a capacity of the first device to accommodate load. 
     
     
         4 . The first device of  claim 1 , wherein the first device is connected to the user equipment, and wherein the causing results in a dual connectivity involving the user equipment. 
     
     
         5 . The first device of  claim 4 , wherein the first device is connected to the user equipment using an LTE network technology, and wherein the second device is connected to the user equipment using a 5G network technology. 
     
     
         6 . The first device of  claim 1 , wherein the operations further comprise:
 obtaining a report from the user equipment, wherein the user equipment sends the report based on a second signal strength of a second signal transmitted by a third device being less than a third threshold.   
     
     
         7 . The first device of  claim 6 , wherein the third threshold is the same as the first threshold. 
     
     
         8 . The first device of  claim 6 , wherein the third threshold is different from the first threshold. 
     
     
         9 . The first device of  claim 6 , wherein the report includes the third threshold, a value corresponding to the second signal strength, or a combination thereof. 
     
     
         10 . The first device of  claim 6 , wherein the instructing is based on the obtaining of the report. 
     
     
         11 . The first device of  claim 1 , wherein the operations further comprise:
 based on the causing of the second device to establish the connection with the user equipment, modifying peer-to-peer traffic facilitated by the user equipment.   
     
     
         12 . The first device of  claim 1 , wherein the operations further comprise:
 based on the causing of the second device to establish the connection with the user equipment, modifying, in respect of the user equipment, a second user equipment, or a combination thereof, a quality of: an audio encoding, a video encoding, or a combination thereof.   
     
     
         13 . The first device of  claim 1 , wherein the operations further comprise:
 based on the causing of the second device to establish the connection with the user equipment, modifying a priority of the user equipment in a first network in terms of resources allocated to the user equipment in the first network, wherein the first device is included in the first network.   
     
     
         14 . The first device of  claim 1 , wherein the operations further comprise:
 instructing the user equipment to perform a measurement pertaining to a second signal transmitted by a third device; and   based on the instructing of the user equipment to perform the measurement pertaining to the second signal, obtaining, from the user equipment, a second indication that a second signal strength of the second signal is less than a third threshold.   
     
     
         15 . The first device of  claim 14 , wherein the causing of the second device to establish the connection with the user equipment is further based on the second indication. 
     
     
         16 . A non-transitory machine-readable medium, comprising executable instructions that, when executed by a first processing system including a processor, facilitate performance of operations, the operations comprising:
 obtaining, from a communication device, a first value corresponding to a first signal strength of a first signal received by the communication device from first network infrastructure;   determining that the first value is greater than a first threshold, resulting in a first determination;   determining that a first load accommodated by the first processing system exceeds a second threshold, resulting in a second determination; and   based on the first determination and the second determination, transferring a first portion of the first load to a second processing system.   
     
     
         17 . The non-transitory machine-readable medium of  claim 16 , wherein the first portion of the first load includes a load associated with a first communication service provided to the communication device, and wherein a second portion of the first load that is retained by the first processing system subsequent to the transferring includes a load associated with a second communication service provided to the communication device. 
     
     
         18 . The non-transitory machine-readable medium of  claim 16 , wherein the communication device includes a mobile device. 
     
     
         19 . A method, comprising:
 determining, by a first processing system including a processor, that a first quality of a first link involving a communication device and a second processing system is less than a threshold value, wherein the first processing system is connected to the communication device via a second link that is different from the first link;   based on the determining, reducing, by the first processing system, a second quality associated with an encoding of a video that is provided to the communication device; and   based on the determining, increasing, by the first processing system, a share of network resources allocated to the second link.   
     
     
         20 . The method of  claim 19 , further comprising:
 subsequent to the reducing and subsequent to the increasing, causing, by the first processing system, a termination of the first link.
