A system and method for receiving a request convert a representation of value into a value token. The system receiving an indication of the specific purchasing activity. The system determining a geographic location of the specific purchasing activity. The system converting the representation of value into the value token. The system pausing providing the value token for a period of time based on the geographic location of the specific purchasing activity.

receiving, from a value token user, a request to convert a representation of value into a value token, wherein the representation of value is associated with a specific purchasing activity, and wherein the representation of value comprises an intelligent code; receiving an indication of the specific purchasing activity; receiving an indication of a geographic location of the specific purchasing activity; and determining a risk of fraud from the geographic location; wherein a conversion of the representation of value into the value token may be paused for a period of time or denied based on the risk of fraud.
2 . The method of claim 1 , wherein the representation of value is a prepaid card and the conversion of the representation of value into a value token includes activation of the prepaid card.
3 . The method of claim 2 , further comprising:
pausing providing the value token for a first period of time when the risk of fraud is low; pausing providing the value token for a second period time when the risk of fraud is high; wherein the second period of time is greater than the first period of time.
4 . The method of claim 1 , wherein the period of time is zero time when there is no risk of fraud determined based on the geographic location.
5 . The method of claim 1 , further comprising withholding the value token when the risk of fraud is determined to be high.
6 . The method of claim 1 , further comprising:
pausing providing the value token for a first period of time in a first geographic location; pausing providing the value token for a second period time in a second geographic location; wherein the second period of time is greater than the first period of time.
7 . The method of claim 6 , wherein the first geographic location has a low risk of fraud.
8 . The method of claim 7 , wherein the second geographic location has a high risk of fraud.
9 . The method of claim 1 , wherein the period of time is zero time.
10 . The method of claim 1 , further comprising withholding the value token based on the geographic location.
11 . A system comprising computer devices configured to:
receive, from a value token user, a request to convert a representation of value into a value token, wherein the representation of value is associated with a specific purchasing activity, and wherein the representation of value comprises an intelligent code; receive an indication of the specific purchasing activity; receive an indication of a geographic location of the specific purchasing activity; determine a risk of fraud in the geographic location; wherein the system is configured to pause conversion or not convert the representation of value into the value token based on the determination of fraud risk; and if the fraud risk is determined to be acceptably low, provide, to the value token user, the value token.
12 . The system of claim 11 , wherein the representation of value is a prepaid card and the conversion of the representation of value into a value token includes activation of the prepaid card.
13 . The system of claim 12 , wherein:
the system pauses providing the value token for a first period of time when the risk of fraud is low; the system pauses providing the value token for a second period time when the risk of fraud is high; the second period of time is greater than the first period of time.
14 . The system of claim 11 , wherein the period of time is zero time when there is no risk of fraud determined based on the geographic location.
15 . The system of claim 11 , wherein the system withholds the value token when the risk of fraud is determined to be high.
16 . The system of claim 11 , wherein:
the system pauses providing the value token for a first period of time in a first geographic location; the system pauses providing the value token for a second period time in a second geographic location; the second period of time is greater than the first period of time.
17 . The system of claim 16 , wherein the first geographic location has a low risk of fraud.
18 . The system of claim 17 , wherein the second geographic location has a high risk of fraud.
19 . The system of claim 11 , wherein the period of time is zero time.
