Abstract
A terminal includes a control unit that releases a resource of a secondary cell group in response to deactivation of the secondary cell group, in which the control unit performs a random access procedure to the secondary cell group in response to activation of the secondary cell group.

the control unit releases the resource of the secondary cell group when a specific condition is satisfied.

the specific condition include a condition for receiving a message including an information element in which a procedure is not configured, the procedure being for activating the secondary cell group without using the random access procedure.

the specific condition includes a condition for receiving a message including an information element for requesting release of the resource of the secondary cell group.
5 . A radio communication method comprising:
