An oral product comprising an oral composition positioned within a water-permeable pouch, the oral composition comprising at least one active agent; at least one particulate filler in an amount of 30 to 75% by weight; a water content of 15% to 35% by weight, a humectant in an amount of 0.1% to 5% by weight, wherein the oral composition is completely free of tobacco excluding any nicotine present, wherein all weight percentages are based on the total weight of the oral composition.

. The oral product of claim 1 , wherein the particulate filler is selected from the group consisting of a cellulose material or derivative thereof, starch, modified starch, calcium carbonate, and combinations thereof.

. The oral product of claim 1 , wherein at least 60% by weight of the particulate filler has a particle size in the range of about 10 microns to about 400 microns.

. The oral product of claim 1 , wherein the at least one active agent is selected from the group consisting of botanicals, stimulants, amino acids, vitamins, cannabinoids, cannabimimetics, terpenes, nutraceuticals, and combinations thereof.

. The oral product of claim 1 , wherein the oral composition further comprises one or more organic acids.

. The oral product of claim 5 , wherein the one or more organic acids is selected from the group consisting of citric acid, benzoic acid, octanoic acid, decanoic acid, and combinations thereof.

. The oral product of claim 5 , wherein the one or more organic acids comprises benzoic acid.

. The oral product of claim 1 , wherein the oral product has a pH of 7 to 10.

. The oral product of claim 1 , wherein the oral composition further comprises a buffering agent present in an amount of 0.5 to 5% by weight, based on the total weight of the oral composition.

. The oral product of claim 9 , wherein the buffering agent selected from sodium carbonate, sodium bicarbonate, and combinations thereof.

. The oral product of claim 1 , wherein the oral composition further comprises one or more sugar alcohols.

. The oral product of claim 11 , wherein the one or more sugar alcohols is selected from the list consisting of xylitol, erythritol, mannitol, and combinations thereof.

. The oral product of claim 11 , wherein the one or more sugar alcohols is present in an amount of 0.1 to 20% by weight, based on the total weight of the oral composition.

. The oral product of claim 1 , wherein the oral composition further comprises a binding agent.

. The oral product of claim 14 , wherein the binding agent is selected from a group consisting of povidone, sodium alginate, starch-based binders, pectin, carrageenan, pullulan, zein, natural gums, and combinations thereof.

. The oral product of claim 1 , wherein the oral composition further comprises an alkali metal salt.

. The oral product of claim 16 , wherein the alkali metal salt is present in an amount of about 0.5 to about 5 by weight, based on the total weight of the oral composition.

. The oral product of claim 1 , wherein the water-permeable pouch comprises a nonwoven fleece.
