A new and distinct cultivar of Phalaenopsis plant named ‘PHA964388’, characterized by its upright plant habit; upright flowering stems; freely flowering habit with typically two inflorescences developing per plant, each inflorescence with numerous flowers; light purple-colored flowers with purplish red-colored spots and blotches and yellow and white-colored labella.
